Attach an install the merchant approved on Shopify to this tenant. The install ran OAuth before the merchant signed in (App Store requirement 2.3.2), so the callback could not know the workspace and parked the grant under a claim token. The token is single use and expires after Edge.API.Shopify.ShopifyOAuthStart.ClaimTtl. A claim that is refused for a reason the merchant can fix (the workspace already holds another store, or another business holds this one) is put back for the rest of its lifetime, so the merchant can fix it and retry without installing again.
