Updates only the tenant's language list, so the conversation editor can register a language the moment an author adds one to a node (#1030). Exactly one entry must be primary. Newly added non-primary languages trigger a translation backfill across the tenant's conversations; progress is available from the translation-backfill-status endpoint.
